Tether CEO casts the stablecoin giant as Asimov's Foundation at Plan ₿ Forum
Tether CEO Paolo Ardoino walked onto the Plan ₿ Forum stage in Lugano and compared his company to the Foundation from Isaac Asimov's science fiction. That is the outfit built to carry knowledge through a galactic dark age.His keynote was titled "Tether – A Psychohistory Implementation." It borrowed Asimov's idea of a predictive science of society. In Ardoino's telling, decline cannot be stopped. The dark stretch that follows, however, can be shortened if open, unstoppable infrastructure is built in advance.Ardoino framed Tether as a seed of light meant to survive whatever comes next. The concrete version of that pitch is an open-source technology plan aimed at widening financial inclusion and helping communities become more self-reliant.ZeroHedge, which covered the speech, pointed out the irony. The money funding this seed, it noted, comes from the Empire's own debt, plus a growing pile of Swiss gold.Ardoino stressed that Tether wants to be more than a stablecoin issuer. He pointed to open-source protocols, self-custodial wallets, and community-built tools designed to cut dependence on centralized finance. He also highlighted QVAC, Tether's local AI platform. It is designed to run intelligence directly on a user's device instead of in a distant data center.Ardoino also referenced Tether's ongoing push to expand USDT in emerging markets. The forum ran October 23-24, 2026, and drew more than 4,600 attendees. Sessions covered Bitcoin adoption, decentralized technology, AI, and stablecoin payments. One topic stood out for its ambition: integrating Bitcoin into pensions.Tether and the City of Lugano also reinforced their partnership with a 2026 memorandum. The agreement extends their collaboration to 2030 and recommits both sides to infrastructure, education, and applied research.Merchants in Lugano are starting to accept Bitcoin payments. Municipalities are exploring Bitcoin for treasury allocations, and corporate treasury discussions featured at the event as well. The company reported a net operating profit of $1.5 billion for Q3 2026. It also reported excess reserves of nearly $8 billion. Those figures come from Tether's own reporting. Those numbers explain how a stablecoin issuer can afford to fund AI platforms, wallets, open-source protocols, and multi-year city partnerships at the same time. For the crypto market, the speech confirms a strategic shift that Tether has been signaling for a while. The company wants to be seen as an infrastructure builder, not merely the issuer of USDT.There is an obvious tension to watch. Tether's pitch is decentralization and independence from central points of failure. Yet Tether itself is a centralized company holding a large reserve and issuing a token that millions rely on.With the partnership now running to 2030, the city offers a long test of whether merchant Bitcoin payments and municipal treasury experiments can move beyond pilot status. Pension integration, if it ever advances past forum discussions, would be a far bigger signal than a café taking sats.QVAC deserves attention as a sign of where Tether is placing bets. A stablecoin company building local AI looks odd on paper. Within Ardoino's framework, it fits: the goal is tools that keep working even when centralized services do not.
